1. The North End Beaches in Virginia Beach
Wondering where to propose in Virginia with ocean views? In that case, I highly suggest Virginia Beach — but specifically, the North End beaches, near the historic Cape Henry Lighthouse and First Landing Beach.
This three-mile stretch of coastline tends to be less busy than other parts of Virginia Beach but is still easy to access. You’ll love the gorgeous views and sunlight here, with spacious sand beaches where you can enjoy some privacy and romance, free from crowds. This area is more residential than touristy, so even in summer, it doesn’t feel as busy as the beaches along the boardwalk.
If your other half loves beaches and swimming, Virginia Beach would definitely be one of the most romantic places to propose in Virginia. And if you’re an early bird, you could surprise them with a sunrise proposal and then a celebratory brunch nearby!
Or, plan on a golden sunset proposal, bathed in soft light as the sun sets. Pair this with a champagne toast and romantic dinner at one of the area’s top restaurants, like Heirloom or Becca Restaurant and Garden. As a scenic overlook, it’s just steps from the road, so there’s no stress about getting there! However, due to its convenience, this spot does get busy with tourists, particularly in the fall when the vibrant foliage of the trees comes alive. That’s why I recommend arriving around sunrise or sunset, as you can propose in beautiful seclusion, framed by soft golden sunlight — oh so romantic!!
Coming to Raven’s Roost is one of my best proposal ideas in Virginia! With serene mountain views and a solitary tree on the overlook that’s so striking, I can also join you as a photographer (out of view so as not to spoil the surprise, of course!).

There are also so many cute bed and breakfasts just off the Blue Ridge Parkway, so you could easily turn the proposal into a weekend away. The Blue Ridge Parkway is open year-round, but keep in mind that parts of it may close in winter if there’s heavy snow or ice.
3. The Cavalier Resort
Are you all about a romantic, luxurious proposal? In that case, the Cavalier Resort is such a special place to check out! This historic Virginia Beach beachfront resort was built in the 1920s but just underwent a massive renovation, so you’ll love its style and class.
The Cavalier is awesome if you’re looking for surprise proposal locations in Virginia! They specialize in weddings here, so they offer proposal packages, complete with champagne!
You could tell your partner you’re planning a fun weekend away at the beach, then completely surprise them with a gorgeous proposal along the waterfront or along the historic break stairway leading down to the lush garden.
A Cavalier Resort proposal is also ideal for anyone looking for a few days of luxury and relaxation, as there’s an incredible on-site spa and amazing fine dining options both here and at their sister hotel, Marriott Virginia Beach.
You can propose here year-round, of course, but the beauty of The Cavalier really shines in summer — they offer free outdoor concerts, garden parties, and lux loungers where you can soak up the sun on the pool deck or manicured sandy beach.
